Chautauqua County Health Department celebrates its 60th anniversary

Chautauqua County is commemorating the 60th anniversary of its Department of Health's establishment this year, marking another key milestone in its public health journey. The formation of the Chautauqua County Department of Health (CCDOH) dates back to 1964, when the County Board of Supervisors initiated steps to create a formal health district, influenced by a special study committee's recommendations.

Dr. Michael Faulk, Chautauqua County’s Chief Medical Officer, expressed his enthusiasm about the anniversary, stating, “We are excited to celebrate this milestone and applaud our predecessors for paving the way to improve health outcomes in Chautauqua County.”

County Executive Wendel highlighted the collaborative efforts in the community, saying, "I am honored to live in a community with so many agencies working together to improve the health of its residents."

The structural framework for the health department was laid when the Board of Health was appointed in November 1964, with Dr. Lyle D. Franzen as the first Health Commissioner. Operations commenced on January 1, 1965, with central offices established in Mayville and branches in Dunkirk and Jamestown. The health department also drew up the Chautauqua County Sanitary Code in February 1965, enhancing its control over public health standards.

As the 25th county in New York to establish a health department, the formation of the CCDOH provided financial advantages, with a 50% state reimbursement rate, supporting a budget of $372,611.

Over the decades, the agency expanded its programs and services. By 1977, it was handling health law enforcement, disease surveillance, and health education, among other services. That year, the department employed 85 individuals and spent nearly $1.8 million addressing county health needs.

Throughout its 60-year history, a series of Public Health Commissioners and Directors have served the department, including Dr. Robert Berke, who held office for 26 years and contributed numerous public health achievements.

Currently, the Chautauqua County Health Department employs 52 staff members and runs a range of community and environmental health services, including collaborations with the Chautauqua Center in Jamestown and Dunkirk for clinical services. Services extend from health education and intervention to maintaining water quality and food safety. The department also manages medical services at the County Jail and the County’s Coroner Program, employing 16 additional staff.
