Chautauqua County's reorganization improves budget process and interdepartmental communication

Chautauqua County officials have reported positive outcomes from a fiscal reorganization implemented earlier this year. The initiative was designed to address inconsistencies and inefficiencies in fiscal operations across departments, resulting in improvements in the budget process, communication, and staff development.

Finance Director Kitty Crow stated, “We wanted to address several issues, including inconsistent performance of fiscal tasks, the lack of clear promotional tracks for staff, and disruption to operations when unexpected events occurred.” She noted that non-fiscal staff were often tasked with fiscal duties without adequate guidance from supervisors or department heads.

Previously, fiscal staff were dispersed across departments with varying oversight and training levels. This led to errors only discovered at year-end. By consolidating all fiscal positions under the Finance Department, Chautauqua County has streamlined operations and improved oversight.

Crow mentioned her initial conversation with County Executive Paul M. Wendel Jr., who proposed consolidating fiscal positions. “I told him from the start that this would take 12 to 18 months, at best,” she said. “But the benefits have been well worth the effort.”

One significant improvement has been seen in budget hearings. "This year, the process was much smoother," Crow said. Better communication between fiscal staff and department heads has been credited for this efficiency.

The reorganization also allowed for cross-training and backup assignments, reducing disruptions when fiscal staff are unavailable. Department heads now have a designated fiscal point person to manage budgets effectively.

“Finding and correcting errors in real time has made the audit of accounts payable invoices more efficient,” Crow added. The new structure offers clearer promotional opportunities for staff.

County Executive Wendel highlighted long-term benefits: "This effort has enhanced the overall fiscal accountability of our departments." Feedback from county staff and legislators has been positive.

District 3 Legislator Bob Scudder remarked on the smooth budget hearings: “The fiscal restructuring made a noticeable difference during this year’s budget review process.” He thanked Finance Director Kitty Crow, Budget Director Jennifer Swan, and their team for their dedication.

Department heads expressed gratitude for support received during reviews with the County Executive. Wendel praised the efforts of the fiscal staff: “They’ve not only improved the efficiency of our financial operations but also strengthened communication between departments.”
