New York faces challenges with early intervention program's new data system

The newly implemented EI-Hub data system, designed to streamline operations for New York State's Early Intervention Program (EIP), has encountered significant reliability issues since its launch. The system was intended to centralize management of child information, provider data, claims, billing, and payments through single sign-on access via the Health Commerce System. However, these problems have disrupted the program statewide.

The disruptions have created barriers for children with disabilities in accessing critical services and left providers struggling with billing and payment challenges. The New York State Early Intervention Program is crucial for infants and toddlers with developmental delays or disabilities, supporting their speech, motor skills, cognitive development, and social-emotional growth.

"The recent delays in implementing promised rate increases and ongoing billing issues with the new EI Hub system are putting these essential services at risk," said Manktelow. "Providers are struggling with financial challenges, while children and families face uncertainty in accessing timely care. The state must act quickly to resolve these issues to support providers and protect the well-being of New York’s youngest and most vulnerable citizens."
