As healthcare expenses continue to increase, the Medicare Savings Program (MSP) is providing financial relief for eligible seniors and individuals with disabilities in New York. This initiative, funded by both state and federal resources, assists those with limited income and resources in covering Medicare premiums, deductibles, and co-payments.

The MSP plays a crucial role for many residents across the region by helping them manage their healthcare costs. The New York State Department of Health reports an uptick in applications for assistance within the state.

The Medicare Savings Program is available to individuals eligible for Medicare who meet specific income and resource limits. The program includes different categories:

– Qualified Medicare Beneficiary (QMB): Covers Medicare Part A and Part B premiums, deductibles, coinsurance, and copayments.
– Qualified Individual (QI): Pays for the Part B premium.

Many seniors find it financially challenging to pay the Medicare premium alongside other medical expenses. The MSP alleviates this burden, enabling individuals to retain their health insurance coverage without exhausting their savings. Eligible participants also receive Extra Help—a federal assistance program managed by the Social Security Administration—to cover costs related to Medicare Part D.

To qualify for the MSP in New York, applicants must meet financial thresholds such as:

– For QMB: Monthly income at or below $1,820 for an individual or $2,453 for a couple.
– For QI: Monthly income at or below $2,446 for an individual or $3,299 for a couple.

Applicants generally need to meet resource limits set by the state; however, there is no resource limit in New York State.

Interested individuals can apply through various methods. Applications are available at https://www.health.ny.gov/forms/doh-4328.pdf or by contacting the Chautauqua County Office for Aging Services NY Connects Helpline at 716-753-4582. Enrollment assistance is available via NY Connects or the Medicare Rights Center helpline at 1-800-333-4114 or www.medicsareinteractive.org/mspny.

Enrollment requires completing an application and providing documentation such as a copy of your Medicare card, proof of income (e.g., Social Security award letter), proof of birth date and residency, and any non-Medicare premiums paid.

The MSP is becoming increasingly essential as aging populations often live on fixed incomes while facing significant healthcare costs. Advocacy groups are promoting awareness and access to this program among seniors to ensure they do not have to choose between medications and basic needs.

For more information on applying to the MSP, visit the New York State Department of Health website or contact Chautauqua County Office for Aging Services NY Connects Helpline via office visits, email at ccnyc@chqgov.com, or phone at 716-753-4582.
