Demolition has commenced at the former Silver Creek High School site, marking a significant step in redeveloping this blighted property. The building, located at 60 Main St., Silver Creek, New York, is being cleared to make way for a new apartment complex intended for senior citizens.

The project, named Silver Creek Apartments, is a collaborative effort between Southern Tier Environments for Living (STEL) and Park Grove Development, LLC. The old school had been vacant for over 45 years despite numerous redevelopment attempts. A renewed initiative began in 2023 when STEL and Park Grove Development presented their plans to the County of Chautauqua Industrial Development Agency (CCIDA). The proposal includes demolishing the existing structure and constructing a 50,574 square-foot apartment building.

In February 2024, the CCIDA Board provided local assistance through a Payment In Lieu of Taxes (PILOT) agreement and tax exemptions. Following these approvals, developers secured funding and ownership of the property by April 2025.

The demolition process involves environmental remediation due to hazards like asbestos and lead paint. Upon completion of demolition, construction will begin on the new facility that will offer 54 apartments for seniors aged 62 and up. The building will feature one- and two-bedroom units, supportive housing options, community amenities such as a fitness room and laundry facilities, as well as parking spaces.

The $20.2 million project is expected to create 180 construction jobs and provide nearly five full-time positions once operational. Financial backing includes $1 million from a New York State Restore NY award and $6.9 million from New York State Homes and Community Renewal (HCR).

Mark Geise of CCIDA described the development process as challenging but ultimately successful due to cooperation among various stakeholders. Tom Whitney from STEL expressed satisfaction with advancing this long-awaited project aimed at revitalizing Silver Creek’s Main Street.

Allen Handelman of Park Grove Development highlighted the project’s dual purpose: providing affordable housing while enhancing community perception. Chautauqua County Executive Paul “PJ” Wendel emphasized its priority status since his 2022 address.

Local officials like Mayor Jeff Hornburg welcomed the removal of an eyesore in downtown Silver Creek, which they hope will benefit seniors seeking modern housing options without leaving their community.

State Senator George Borrello commended those involved for persevering through setbacks to achieve this renewal milestone.

Construction of Silver Creek Apartments is set to commence later this year with an expected completion date in summer 2026.
