The County of Chautauqua Industrial Development Agency (CCIDA) has announced the retirement of its long-serving Chief Financial Officer, Richard Dixon. The announcement was made during a CCIDA board meeting held on May 27, 2025. Dixon will officially retire on June 1, 2025, after nearly two decades with the agency.

Dixon joined the CCIDA in 2006 and has been responsible for financial management and human resources. His role included developing the annual budget, overseeing accounts, and collaborating with local government and industry leaders to support economic projects in Chautauqua County. Mark Geise, Deputy County Executive for Economic Development and CCIDA CEO, praised Dixon’s contributions: “During his time with the CCIDA, Rich has had an unmatched track record as an accomplished economic developer with extensive financial and operations management experience.”

Throughout his career at CCIDA, Dixon has also been involved with several regional organizations such as the NY Power Authority’s Economic Development Power Allocation Board and the Southern Tier Extension Railroad Authority Board. In recognition of his work, he received the New York State Economic Development Council’s Brian T. McMahon Lifetime Achievement Award in 2022.

Gary Henry, CCIDA Board Chair, expressed gratitude for Dixon’s service: “Rich has provided strong financial oversight and guidance for the CCIDA and has helped to position our Agency as an economic development leader in Western New York.” Mike Metzger, former CCIDA Board Member and Chair, added: “His passion and dedication for our business community is equally matched by the community’s love for him.”

Paul “PJ” Wendel, Chautauqua County Executive, acknowledged Dixon’s impact: “Even though Rich has worked primarily behind the scenes when it comes to Economic Development in Chautauqua County, his hard work and tireless efforts have resulted in major wins for the economy.”

Upon receiving recognition from colleagues at Tuesday’s meeting, Dixon reflected on his career: “Everything I’ve done since then…is for those people who get up and work…and make some amazing things in this County.”

Before joining CCIDA, Dixon held positions including Director of Finance for Chautauqua Works. He holds degrees from SUNY Fredonia and Jamestown Community College.

Dixon announced his retirement plans in spring 2024. Shelby Bilskie was named as his successor last September and assumed full CFO responsibilities by March 2025 under Dixon’s guidance.
